By
the Decree of the RF Government N 1225 of December 31, 2009
(document is in Russian), there are established
the measures, carrying out of which is possible with use of
off-budget funds received also with application of regulating
prices (tariffs), and
the target indexes, which should be included to regional
and municipal programs on energy conversion and increasing of
energy efficiency. In
the list of target indexes, there are determined general
indexes, and there are marked out indexes on kinds of energy
resources in budget branch, housing fund, system of communal
infrastructure, transport complex. Besides there is determined
that executive bodies of RF subject, bodies of local self-government
can put other indexes at development of regional and municipal
programs.
