     By the Decree of the RF Government N 121 of March 4, 2010 (document is in Russian), it is approved the Statute about licensing of commodity markets at the RF territory , which determines the procedure for issue, revocation and suspension of validity of the license on organization of exchange trade. The Statute shall be applied to legal entities, which correspond to the notion "commodity market" pursuant to the Act of the Russian Federation "On commodity markets and exchange trade". Control and supervision in respect of commodity markets is entrusted to the Federal Service on Financial Markets.

      The Decree shall put into effect upon expiration of 3 months since the day of official publication ("Russian Newspaper" N 48 of March 10, 2010). At that, during 6 months since the day of its putting into effect, activity on organization of exchange trade shall be brought into accordance with requirements of the Statute.
